Upgrades for weapons, skills, Etc. are contingent on expertise level. What you are seeing is the proficiency of your items out pacing your expertise level. This isn't usually an issue anywhere except at the start of the grind, Based on what i'm seeing you just need 3 more ranks in anything to get your first expertise level and you should be able to upgrade any/ all items you are proficient with.
It seems like this method would destroy the inside threads?

This looks like a clavate tortoise beetle, They make cute little steppy steps when they fly off.
Cursory google search says you need to clean and maintain the tank filter using tank water, not tap or distilled. Hope that helps.
