It’s affecting more than one horse? Is this a new water source or have you had the water tested recently? You could try flavoring the water.

I think most of the symptoms sound like dehydration. But I don’t know what would cause the horses not to drink. Have you checked the water?

I’m not a vet, but when people’s skin does that, it’s dehydration. Like other commenters said, could be kidneys or something in their throat
