I can't speak for the Netherlands specifically, however globally there is a massive shortage of police (ACAB, poor pay, loads of reasons). Combine that with minimal coverage requirements (i.e needing staff speead all over a city) and statistically higher crime rates in lower socio-economic areas, it could be your poor neighbourhood cops are just busy.
Fun fact, the police have very little impact on crime rates (studies vary, but academic consensus tends towards). You want crime to go down? Improve socio-economic standards and focus on good governance.
(In before the "then why have police at all?" - because they manage crime that does occur. There's no criminal justice without some enforcement)
