There are many reasons this may fail. But I don't believe lack of technology or engineering or testing would be what makes it fail.

The Democrats have energetic, sincere health care policy nerds that understand US healthcare and can write complex legislation like the Affordable Care Act. The Republicans don't have these kinds of people. Republicans will never produce a viable alternative to the ACA.

Fun fact: There are politicians that represent you at the city, county and state level and it's actually pretty easy to get time with these people. Most of them are happy to talk to constituents and they're interested to hear what's on your mind. If you want to improve the world, have coffee with a politician and actually talk to them instead of posting snarky comments online.

Like a lot of people, my first job in software development was in QA. But this was a mistake. I was young and naive and I believed all the crazy stuff developers told me about why the bugs weren't their fault. Now I'm older and wiser but I've moved on from QA. You need dedicated, experienced people to do QA right and these people are in short supply.
Now you tell me. That guy totally insulted my servant and gave him the wrong grade of copper. Where's my stylus and clay? I'm going to give that guy a piece of my mind ...
Our neighborhood has a small, non-profit water system. We like it this way. More rules makes it hard for us to keep it. We may need to sell.
