OP used the term KNOWN human history, and as @321890 said, it's a colloquialism. This is like calling out someone because they said apes are our cousins. They wouldn't mean literal cousins as in "aunt/uncles kids", but as a linguistic shorthand. Just not that big of a deal overall.

No, the meme is showing the hypocrisy of those states complaining about DEI, but then also demanding equal footing as a much larger (and more profitable) state. If DEI (essentially making sure everyone is equally represented) is bad according to those states, why do that want to be represented equally?
