Yes and no. In the first one she was definitely more obnoxious but it fits her character well. In both she tries to attack Leon when she meets him and gives the "daddy's gonna be so mad when he finds out what you people did" line. She's a spoiled kid who needs saving and it shows but her Ai isn't busted and her character isn't badly written. She doesn't do stuff that I wouldn't be yelling at an actual person to do/not do in that situation.
Unpopular opinion: I liked Ashley in both.

If the land is flat it's easier for these types of people to get out of their driveways and block traffic/ cause accidents but if the city has hills then it makes it harder to transport stuff stupidly. Sauce is I'm one of these idiots and I live in the mountains. If I can't get past my 40° incline driveway I know I can't make it on the rest of the roads.

The original question was about them sweeping crime under the rug and conviction rate not crimes per capita. Isn't innocents being convicted sweeping it under the rug? If you didn't get the right guy and closed the case anyway then there's still a criminal on the streets.
