I think this is anti air, specifically anti drone warheads. The concept is expanding rod which cuts through the enemy drone's wings or body, thus bringing it down. They use very little explosive mass unlike anti personnel weapons.

I don't understand. I'm a vet living in Virginia with lots of health problems. I have Tricare prime and get treatment & referrals within a week. For documented problems I don't even go to my PCM anymore. I make a telephonic appointment and we talk for a few min. 24 hours later I have a referral & can go to a mil hospital or, if they don't have anything within 30 days, a civilian provider. I don't doubt your story, but over the years I learned that most vets don't know how to use the system.
