I live about 10 minutes from the German border and my grandparents live there, I have spend half my childhood there, I highly doubt you saw LOTS of them just prancing around nude in public parks.

The point is that sports are jobs or they create jobs, not just the athlete themselves but everything around it is a job to someone, not just some silly little thing that doesn't matter.And ofcourse you can deny someone from trying, what are you even talking about? You can tell by just looking at it, it's nowhere near any of those dimensions, this is more like a fancy Futsal pitch, my guess would be this is either the Kings League or some variation on it.
The ball started travelling while the attacker was still in her own half, regardless of league, that can never be offside.
