This is the EXACT behavior we got from a rescue about a year ago. Poor guy is a HUGE scardy cat but despritly wants love. Always in the same room as us but rearly likes being petted. He crawled on my lap for the first time a few days ago. Such a good kitty!
In my state you can respond by mail, but you waive your right to appeal. So if you do that they can 100% ignore you and the only thing you can do at that point is sue the city.
