When I was reading this, I legitimately thought this was a parable about the current American government.
Because fascism offers simple, incorrect answers to very complicated questions, and additionally asks adherents to abrogate the responsibility of thinking to people who claim to care about their wellbeing but would step over them if they were dying in the street.
