There isn’t, but the conditions aren’t typically bad enough to stir people to create a union, so it isnt pursued as often

But C to Machine Language to Binary is done by a Compiler and then an Assembler. Every program language will use one or two of those to run
Java to C (or vice versa) may exist but its certainly inefficient at best and probably wont ever be used (not a large demand for it)
