Both Vietnam and Taiwan had plans in place for this, they both dealt with SARS before and have a very deep mistrust of China. That was key.

Taiwan warned the WHO on 12/30, Taiwan was ignored. This mess is 95% worse than it should've been. China and the WHO fucked up royally.
China had two months to do something about this before news broke internationally, they tried covering it up instead.
On December 30th, Taiwan informed the WHO that China was covering up a highly contagious pneumonia reminiscent of SARS. WHO ignored Taiwan
