My bad. George W. Bush effectively "un-signed" the Rome Statute, which Clinton signed 12/31/2000, by sending a letter to the UN Secretary General in 2002.
George W. Bush Signed it his last day in office. Bill Clinton unsigned it the next day, the Rome statute that is, which bound the US to the jurisdiction of the ICC.
