The operative word being 'should'. Norway was smart about it and put the oil&gas proceeds in an investment fund and only withdraws the profits from that fund. The US let the rich people get richer.

Actually Norway was smart about it. They took all the oil and gas money and put it in an investment fund. And they only take out the profits from that fund. As long as the investments stay solid, this could last them forever.

Norway is only an exception in that 25% of it's nation's budget comes from oil and gas proceeds. That helps a lot.

Anywhere from 10% (Bulgaria) to 60% (Denmark). Norway is fairly low and provides a lot to it citizens. Norway provides a lot to its citizens, but 25% of that budget is from past oil and gas proceeds.
