Sorry I've slept since I last looked at the OPM guidelines. The 12 weeks is for care of a family member with serious health conditions, which seemingly got burned into my brain as "this is yearly acrual of sick leave."

So, long story short if that controller was FAA, they generally accrue ~12 weeks of non expiring sick leave a year.
Feds can also be advanced ~240 hours (three weeks of leave), depending on agency policies.
There's probably more to the story, I would hazard a guess it's a combination of lack of coverage, lack of leave and also possibly their supervisor being shitty and simply not approving the leave.

Also, the reason I say "More or less" regarding the persona-non-grata status, is because there's still a sizable number of people in the community that just don't know about it because it went down in 2022 while everyone was still kinda braindead from the plague/quarrantines.

At one point it was considered to just nuke *all* his articles once the Anti-harassment team completed its investigation, bitch slapped him with a ban and disclosed the reasoning. Sounds like it was a full on mountain of evidence.
