I don't want to screw with cashiers, but I can see myself asking for different bills if someone tried to give me one.

TN is trying already. And requires ID that doesn't actually exist. "One document, containing proof of citizenship, current address, and photo."
Try reaching out to your congressman, this is the kind of thing they are set up to help with. If that fails, the local news may be able to get some action.

It might work. The rules for taking care of the paperwork when you transfer a loan are pretty specific, and what currently passes for a government doesn't seem to fussed about rules. Ask them to produce the paperwork, if they can't - what loan?

We can't keep letting him destroy things, and then say it is already ruined so he has to keep going. No, we'll never get back what he destroyed, but that is not a reason to give him what he wants.
