The only thing that makes me think this is real speed is the way the grass is blowing in the foreground. For the level of wind they seem to be experiencing that grass seems right. It's a little tornado so the stuff moving quickly around the funnel is probably accurate. Everything looks so much different in the shot with a big wedge.

Doesn't matter what the "road looked like behind him". Maintaining a safe following distance is the responsibility of the drivers behind him. There's also the "last clear chance" doctrine, which says that if you have the right away and are not at fault, but clearly cause an accident anyway, you can be held partially liable. Pickup guy can argue that the semi, who didn't slow down when he saw that pickup was going to be forced to merge, was at least partially at fault.

It does matter though. If we can do less damage now, we have a bit more leeway in the coming years for other nations to catch up. We can slow it down by doing something now.
