Would it stop bad or dumb people from doing their dumb or bad things if you don't make the movie or the sarcastic/satirical humor? No one can say for sure. You can't stop people from misinterpreting anything if that's what they want to do. Personally I don't want to live my life avoiding topics or laughing at something in entertainment just because an idiot might take away the satire as reality. If someone blames adult cartoons for their kids actions or video games for violence, it's on them.
Well, today I learned this wasn't an original Duke Nukem line.
I think our social environment has a large role to play as well. Our systems are literally designed to keep the working class (majority of people all over the world, but especially in industrialized countries) tired and apathetic. I wan't to believe so many people actually care, and that they have empathy, but just don't have the bandwidth to do anything with it. It's very hard to focus on being concerned for someone half the globe away when you struggle just to take care of your own family.

Former JW here, this doesn't work in the case of many of the zealots because they will make it their ambition to try to help you reconnect with God. However, the JW do keep immaculate records and have a "do not call" list which if you tell them you hate them and that you want to be put on said list they will usually do it. Then when you're on the list you only get a visit once every maybe two years by the local congregation elders just to "double check" on you.
