Depends where you're at. I'm in Flagstaff and we don't have A/C because we don't need it. Peak summer temp is like 90 degrees for a few days
There are much nicer places in AZ than Phoenix. Unless you want the perks of a reasonably sized city. I live in AZ, got snow 3 days ago.
