The firing of most of the staff is the root cause of most of the problems. The technical problems were caused by low staffing causing problems to be created and unable to be fixed for days. The angry response was at least in part due to anger over the firings. The inability to properly moderate the response was again, due to low staffing.

No, even if you don't eat it. A lot of cesium is radioactive, although there is one stable isotope. While sodium will burst into flames with contact with water, caesium explodes. And the water in the air can be enough to start that process when it's already liquid. With fractured glass all around it to turn into shrapnel, that's a recipe for a bad time. If that wasn't enough, it's incredibly chemically reactive and mildly toxic.
