Laws codify behaviour. They aren't to make people good, or moral but compliant. They delineate what law makers believe will make the society work for whatever end-goal. A person's internal state, other than sanity, is secondary.
Laws like shopping list and procedural manuals say which items should be in the cart, or how to fix a faulty part. The quality of those laws, list and manuals depends on quality and judicious use.

The one line synthesis will save you time reading this book for the consistent thread in social interaction. You'll need to read the book for more detail, with plenty of footnotes, and logically laid out. The 'it is what it is' of the structural functionalism would be the methods allocation for those social goodies. It's when a reasonable explanation why it is this way and not that hints at the limits of language to proceed.
