With how many people have to live paycheck to paycheck anymore it's likely that them not having enough money for a bill that one time puts them behind enough that it might be a long time before they have the spare money to be able to pay it back depending on the amount.
I think it's a joke. Tonally it reads like a joke so I don't think they're being serious. They're probably not making an actual point. Hope this helps.
