There's a strong difference between saying "there is no God" and "I have no idea whether God exists", realistically speaking.
Most Atheists strictly disbelieve in God(s), while most Agnostics take a stance of "It's possible there is a god(s), but we can't prove it."
Following by specific definitions, yes. Outside of debate and in real world application however they generally have separate meanings.
