1) Steep hills are dangerous for any mode of transportation. 2) The winding roads act as retention structures to the hill/mountains, otherwise you'd have constant land drift and water runoff damaging the road. This also helps to prevent and mitigate landslides.
That's because it happened to THEM, at home, thus threatening their peace of mind (aka the privilege to not give a fuck about other people dying.)
