Juicy cuts with fat and connective tissue needs to be cooked enough that some of it starts to render, imo. Otherwise it will just be tough and difficult to cut/chew through it. Leaner cuts can be cooked blue just fine, but cuts like the one in the image will fight back.

Yeah that's why my go-to is habaneros.
If you want to try a whole pepper, I wouldn't start higher than a habanero. It's still a very spicy pepper, but it's "only" 20 times the scoville of a jalapeno. And the pepper mentioned in OP is then 15-20 times the scoville of a habanero. :D Personally I don't see the point in eating a whole raw peppers though, so maybe find a habanero hot sauce imo. :P
There's also the fact that, when she digs out the hole for the pond, the dirt just seems to vanish. Which I definitely noticed the first time, because I wasn't distracted.
