The cheaper method would be to not allow drivers like this to drive anymore. But since that isn't going to happen...

EMT here. Sirens gets right of way, only after the driver of the responder vehicle ensures it is safe to proceed.
First responder here. You don't speed through intersections, even with sirens.
EMR here. If the suspect is nearby, they will go for the perp before rescue actions are taken.
