USG with no risk to the school because they are not giving out the loan. The govt is effectively acting as a 3rd party who assumes the risk
Think about a simple loan, you need collateral to make it worth it for the loaner and to protect their investment. Money is coming from(1/2)

CCD is more attributed to Neonicotinoids than glyphosate. Noe-Nics are nasty, there is a big push by farmers who have stopped using it
