Some of the more hardline packs(like Gets) would flat out of killed the bear cub. Packs like the bonegnawers would have sheltered and protected him.
Werebears are the exception for most of packs. We were fearunian so for us they were sacred. Most of the other shapechangers were fair game.
Played in a werewolf:the apocalypse game where our pack had adopted a were bear "child". He spent most of his time in bear form and could be bribed with honey buns and would sulk if he had to be in his human form(was born a bear).
