DoD contractors create fictitious projects that have particular dollar amounts tied to them for federal spending in order to send said money to "off-the-books" projects. That paint job is prices x10 the time/labor it actually takes. The rest of the funds go to classified programs kept out of Congressional Oversight.And being a solider means you are required to do what's 'ordered' regardless of how stupid said task is. It's the core reason the DoD has never past a fiscal audit.
