Surface ships are cheaper. Wouldn't be surprised if Russia has a higher percentage of subs so surface than another country though

Layers of ground based anti air defenses are a much more cost effective method for their costal defense especially considering US air power.
Carriers are mostly offensive weapons and very expensive. Other methods of defense such as land (and sub) based Antiship and #1
