What the person has on hand. A knife, a gun? That person was rushing towards the cop in an aggressive manner.
You can’t compare the two. Mental health patients are kept in controlled areas. This happened out in public. You never know what the 1/2
I think it’s because animals, dogs in particular, we view as innocent and that they don’t deserve bad things to happen to them.
Maybe he decided to share so that it would inspire others to help those in need.
