And yes, by the time they are needed for use against the government, the government has long banned them. There's plenty of examples of that happening. Allways? Not yet, but often enough it's worrying.

Because it literally doesn't make it incredibly difficult. That's the whole point. There are drug control laws, how's making drugs incredibly difficult to get working out for you? All it does is inconvenience legal owners. I say this as someone who lives in a country with gun control laws and high rates of crimes committed with illegally obtained guns. It just opens up new lucrative illicit trades.

You can make your own bullets. This does entail propellant, so you could look into controlling that, but literal gun powder - while not suitable for modern guns- is easy enough to make in your backyard. Sulphur, Charcoal and Potassium Nitrate, none of which are hard to source. Making primers is hard, but making rimfire ignition isn't. Sure you've gone back a few decades in terms of tech, but it can be done. Also, see point above. The Constitution allows access to ammunition as well.

The gun will have been in the same location as bullets somewhere in its life, most are test fired before they leave the factory at least. It's simply not required to take a risk when instead of trying to mitigate it you can simply eliminate it. Your whole mitigation rests on "if" when you can negate the risk completely. The whole point of the safety rules is it doesn't hinge on "if there are no bullets". I repeat, "unloaded" guns have killed plenty of people.
