the look stuck so most of them get it snipped when they are puppies and have very little to no feeling in their tail (2/2).
aussies tails get very long and bushy which tends to make it easy to get things caught in it so farmers would have them snipped and (1/2)
that is actually kind of a good thing as increased cigarette taxes has proven to decrease consumption. meaning people would be healthier.

Writing a fake candidate on the ballot and voting for them does what you are saying. If enough votes go through what you said happens.
