I think it's actually quite expensive (wiki article says they have trouble attracting new residents because of expense and other reasons) :)
They do actually kill lots of birds (and bats). Can probably reduce impacts (bad pun?) by simply adjusting what time they spin.

I think they just help stabalize for strong wind or highway trips so no worries :)
