People don’t realize how difficult it is to keep information flowing to all levels of organization. I can see low level managers and chiefs getting uppity about a private pilot, because of safety and command authority, completely outside the communication loop. That said, there’s policies for using civilian resources and volunteers - hopefully they’ll pick b up on lessons learned.
