Super common in any government acquisitions or contracting groups to prevent contractor information disclosure for fairness, but usually everyone not involved in the contracting never has a need to know for access to the information.

I've seen that one, this is a new requirement compounding onto that one, DoD guidance was slow from his previous order, this one is today.
As someone that worked on these projects it's a 5 year planning process JUST FOR FUNDS that delayed much more strategic programs than a wall
