@OP As someone who grew up outside the UK and now lives here I see what you are saying abd need to say... you are amazing. The problem I do see in the UK though is the general sense of entitlement by people who make absolutely no effort to help themselves because they know how to work the system so that the obligation falls on it rather than themselves. It affects the councils/ the police and the NHS in a massive way.

Not really the best comparison, the signs are there because the premises can only cater to people who speak Japanese. So the equivalent would be a sign saying English speakers only. If you can speak Japanese fluently they would serve you happily their issue is that if you don't speak the language you may not be able to follow their rules and they have no way to correct you.
