Yes, but that's counting the separate Windows Versions as separate OS's. Also, if you compare that to 2015, OSX usage is greatly increased.
Actually, according to StackOverflow reports, Mac just overtook Windows 7 as most used OS for software development.

I went from Sublime to Atom. First impressions it seemed much more powerful, particularly with its ability to modify itself easily with code
And I would also still not recommend a backend language that requires an entire API process in order to integrate it with the web.
PHP is not widely considered awful. It may be so in your small group of acquaintances, but it's one of the most widely used langs.
However, it is a good starting point for programmers because it's insanely easy to learn.
