As someone who does martial arts, they might have a chance if they co-ordinated a pin or grapple/ trip maneuver. 1 on 1 even in some of the
If you somehow can, pinning them works okay if you maintain a pin (need multiple people though-- perhaps even a person per limb)
Then in there not-high state and being well trained officers, they should be able to subdue him with lethal force effectively
