We had a Subaru Brat when I was a kid. We found out it was legal for me to ride in those seats in the back as long as I had my seat belt on and my head wasn't taller than the cab. One day, I do the signal at a driver, and he didn't hit the horn... until we were under the next overpass.

Thank God for that seat belt, cause I damn near jumped out the back.

All I see on COPPA is requirements on companies/ISPs to provide info on browsing to parents, and obtain consent from parents before collecting, using, or disclosing info on the child. Nothing on requirements for the parent.
