Since you can do this on a 7x7, but not physically disconnect pieces on a 3x3, the puzzle becomes impossible to solve as a 3x3.

If you turn an outer layer, you can break the imaginary connection between those two colors, basically severing a piece in the 3x3.

If you picture the internal 3x3 of a 7x7, you can find an orange/yellow edge, but it has the outer layer separating them from being attached

If you've solved a 3x3, thing about it like this. The orange/yellow edge is always going to be orange/yellow. They're physically connected.

After that, you end up with essentially a scrambled 3x3 you can solve using outer layer turns.

What you instead do is group together all the center pieces by color, to form 6 solid color centers. Then you do the same for the 12 edges.

That actually won't work, since outer layer turns will break up the inner 3x3 edges, which would make the inner 3x3 impossible to solve.
