I hope this was intended as satire but as people are taking it seriously - It's nonsense, She had nothing to do with it, Cattle dipping has been done since the 1800s. Her contribution was to document a methodology for how it can be done to reduce stress. This particular example uses none of her suggestions.
This is also common in the North of England and in rural communities here. It's also fairly easy to get hold of an electric chainsaw, they're sold on Amazon with no checks or age restrictions.
