I went more by regions. Pennsylvania, Vermont, and New Hampshire aren't coastal states, but I threw them in because of their proximity.

Around 51.87% of the US population lives on the east or west coasts. I'd call that a slim majority.

Representatives are allocated according to each state's population. The coastal states are usually more populated, thus more politicans.
