I went more by regions. Pennsylvania, Vermont, and New Hampshire aren't coastal states, but I threw them in because of their proximity.

Representatives are allocated according to each state's population. The coastal states are usually more populated, thus more politicans.
It would be funny if most of them didn't come from the east coast or California.
