TLDR: You'd have to know the moral approach. Is Satan utilitarian? How are intentions weighted? Does it count if they were mentally ill?

If it's intent and level of harm carried out with the intent to harm, I'd go with one of the more prolific serial killers with torture MO's.
But a shit thing about people is that some of the worst atrocities are committed not with intent but just plain thoughtlessness and apathy.
Look, very few humans are all good or bad. If we base it off intent and lives damaged, I'd go with Stalin or another dictator.
