Apparently the discharged cartridge left in the chamber, and the 3 live rounds in the magazine. It was bolt action, so the spent cartridge would have to be manually ejected to load the next round. It's a smart way to not leave evidence behind if you're only firing one shot. Dropping the shit in the woods though... less smart.
The armed forces typically aren't deployed against their own own citizens, and the POTUS doesn't typically declare war on American cities, but... here we are.
