US cops are more likely to get shot at, so the approach has to be different. Change US gun laws and watch relationships change over time.

If they aren't considered a danger to others or yourself, then there is no reason. But if a person has gone on a rampage, 1/2
then drops his pistol and runs. You might have to shoot him so he doesn't get away and does it again, somewhere else.. 2/2
You have yet to have your shooting exam. But you must have been through it in your second year. Isn't there a part where you aim low?

I feel it's a bit unfair to compare with USA. They face a completely different threat level over there.
More gun violence atleased. And that is definately a reason for the different pratices. Also someone mentioned lawsuits above..

Might argue that they let it go to far in that instance? Maybe he should have been shot in the chest earlier? Not familiar with case.
Damage to vital organs in the upper body will not only be harder to stabilize, but will cause more dmg in the long run. Ergo, more dmg. 2/2
