That's what I've been doing for years.
That's how it works here in Sweden as well. Although I think they also try to match against the driver's license photos of the closest relatives to the owner. If there's no match, the owner will get a letter asking "Do you know who the driver in this photo is?", but the owner is not legally obligated to respond to it truthfully. At least that's how it used to work 10-15 years ago. All you really have to do to beat a speed camera here is to hide your face behind the sun visor.
Except none of that happened.
