Yeah, it's both. My wife teaches SPED in Atlanta. Class sizes are insane. 3500 kids in a HS here. 3200 in Parkland. Kids don't get recess
She's got parents who never show up. One kid's mother quite literally abandoned him with a friend of the family.
I wish (to a degree). She's had a parent that was hell bent on suing her last school for any reason they could.

I am utterly DISGUSTED by how some of the parents of my wife's students act. The education system can't fix that, and it is SICK.
