I actually think that's the reason they're going back to coal - forced hard labour for insane hours is a great form of population control, and this is a form of labour they don't have a good AI system to handle.

Keep them tired, hungry, don't give them a chance for an education, and you have a perfect serfdom ready to go.

I think a good example of this is (forgive me) from The Watchmen, when Rorschach says "None of you seem to understand. I'm not locked in here with you. You're locked in here with ME".

Basically, a mental reminder there is nothing wrong with you to hide, but that there is something wrong with the world. If you're inviting someone in, it's a hope that they're not a part of the something wrong.

My understanding was you're not allowed to have a weapon for self-defense, but that you are allowed to defend yourself and make do with what's on hand (though you'd still be tried if you killed someone naturally). E.g., you cannot have mace or pepperspray as they are a weapon. However, if you're walking in the woods in the next few days, it makes sense to have a can of bear spray in your backpack.

In defence of this particular statement, he's referring to himself. He is the institution, "trying to fix the world", making it worse, and not being willing to stop making it worse because it makes sure the job of making it better stays available.
