It means recycling is a good option while not creating waste in the first place is the best option (even if you recycle it later).
Recycling is great, but most of the environmental impacts happen upstream in resource extraction, refining, manufacturing, and transport.
This MRF is probably automated. I think they're cleaning the sorted paper (auto-sorted based on being flat). MRFs have lots of neat sensors.
